This is the register of those dates: when a methodology was frozen, when each source was last fetched, when the published explanations were written. Each entry names the file it was read from. A published score is never rewritten — a new version is new rows, and the old ones stand.

Methodology 0.2.0 — frozen
The sub-nationalization release. Homicide, life expectancy, physicians, hospital beds and PM2.5 are now measured at the region or at the place itself wherever a cleared carrier publishes them, instead of the country's value photocopied onto every place in it; every place a country covers reads one carrier, and rows that inherit a coarser value say so and count for less. Every place was re-scored: 1,998 of 7,370 moved by a point or more, 106 by three or more, 26 by five or more — and each of those 26 largest moves is the 40-point red-flag cap applying or releasing because a pillar crossed the strict-20 veto line. Two measurement changes are disclosed with the release: PM2.5 switched to satellite-measured surface concentration over each place's own footprint, which reads lower than the retired national model across the Saharan and Arabian dust belt — Gulf and Sahel health scores improved for that reason and no other — and the regional health and safety series define some quantities differently from the national ones they replace, so part of the movement in the 55 covered economies is definitional, with each row naming its own carrier and observation date. Iceland overtakes Norway at the top of the country list. Approved decision by decision in docs/METHODOLOGY_v0.2_BALLOT.md; the 0.1.1 record is unchanged and still served under its own version.

Methodology 0.1.1 — frozen
Two indicators lost their weight because their sources' commercial terms are unverified: tax burden, on the Access axis, and the Freedom House score, in stability. Both are still shown and marked, neither is scored. Every place was re-scored; the resilience score moved by at most 1.1 points, and legal access is now unmeasured rather than measured thinly.

Between 0.1.1 and 0.3.0 (frozen 2026-09-03), 6,539 of the 7,368 places compared moved by a point or more, 5378 by three or more, and 3456 by five or more. The largest are listed below.

The 40-point cap is the red-flag veto (METHODOLOGY §6): while any pillar of a place scores strictly below 20, its published score is capped at 40 — so a place crossing that line moves far, and the size of the move describes the cap, not a gradual change in the place. All 5378 places that moved three points or more are in data/marts/methodology_version=0.3.0/movement.parquet.
The now-to-2050 change already shown on the globe and on every place page is a different quantity: one version, two horizons. It is labelled that way there and is not counted here.
